with a shortage of chips, i'd expect 28 nm to be treated like the used car market at the moment (inflated because no one is buying the best and newest) depending on how long the shortage lasts... but we're talking about "made in china", which although certainly not as much of an epithet as it used to be still doesn't bring market-cornering quality to mind, plus the base rate is kind of all over, so i'm going with wide margin's and a middle of the road (with slight increases overall and possibility of major increases in case they scale fast enough to dominate that 28 nm market) guess at first.
